How Do You Track Defense Tenders Across 31 EEA Markets

TED carried more than 700,000 procurement notices last year, updated five times a week in 24 languages. Defense and security contracts sit under CPV division 35, security, fire-fighting, police and defense equipment. Here is the catch. TED shows only a slice of real defense procurement, and much of the rest appears first on a national portal, in the buyer's language, on the buyer's deadline. Track that spread badly and you lose the contract before you have read the notice.


Why one feed is never enough


Directive 2009/81/EC governs defense and sensitive-security procurement across the EEA. It demands transparency and publication, yet member states run their own national portals alongside TED, and Article 346 TFEU lets governments keep the most classified programs off TED entirely. Independent analysis puts TED's coverage of total defense spend at roughly 7 percent on average, ranging from under 1 percent to about 21 percent by country. A supplier watching only the English TED feed sees a fraction of a fraction.


Then there is language. A German notice runs in German, a Finnish one in Finnish, and the technical annex you need to price the bid is rarely translated for you. The European Commission lists language among the main obstacles that stop suppliers competing across borders in defense. Reading a tender late, or misreading it, costs you the same as never seeing it.

A working process for 31 markets


Here is a monitoring process that holds up across the EEA plus Switzerland. Run it in order.


  1. Set your market and CPV filters. Pick the countries you can actually deliver to, then filter on CPV division 35 and the sub-codes that match your product, for example 35700000 for military electronic systems. Add the related services codes so you catch maintenance and training contracts, not only equipment.

  2. Capture both TED and the national portals. Pull above-threshold, cross-border notices from TED, and add each target country's national procurement portal for the notices that never reach TED under Directive 2009/81/EC.

  3. Triage national-language notices fast. A notice in Latvian or Greek needs a quick read to decide go or no-go before the clock runs down. Screen the title, CPV, value, and deadline first, then translate the full notice only for the ones you shortlist.

  4. Score and shortlist. Rank live notices by fit, contract value, and time left to submit. Drop the ones you cannot win early, so your effort goes to the winnable ones.

  5. Route shortlisted tenders into certified translation. Send the tender pack and your draft bid into a workflow under ISO 17100 and ISO 27001, with a security process for any controlled technical data.

  6. Log every step for audit. Keep a record of what you saw, when you saw it, and what you did with it, so a missed deadline or a compliance query has a paper trail.


Getting the filters right


Step one decides how much you miss. CPV division 35 is the anchor, but defense buyers also post under adjacent codes for electronics, vehicles, IT, and services, so a filter set too narrow produces false negatives you never notice. Build your CPV list around your actual product and its support contracts, review it against notices you know you should have seen, and widen it where a real tender slipped through. A quarterly filter review catches drift as buyers change how they classify.


Triage before you translate


Step three is where teams waste money or miss deadlines. Translating every national-language notice in full is slow and expensive, and skipping the read means you bid blind. The workable middle is a fast screen on the four fields that decide go or no-go, title, CPV, value, and deadline, then full certified translation only for the shortlist. Get the triage wrong and you either drown in translation cost or let a winnable contract expire unread.

Where it goes wrong

  • Missed national-only publications. Watch TED alone and you never see the notices a ministry posts only on its national portal, which is where a large share of defense tenders lives under Directive 2009/81/EC.
